Did the NDAA pass?
Answer
As of October 1, 2026, no. The House passed H.R. 8800 on Jul 22, 2026, 216–212, but S. 4784 has not passed the Senate and no conference report has been signed into law. FY2027 NDAA deferred to lame-duck session as Senate adjourns.
What “passed” means
An NDAA is not law until both chambers agree on a final text and the President signs it (or Congress overrides a veto). House passage of H.R. 8800 is only one of those steps.
The Senate floor stage is still open: The Senate adjourned September 30, 2026, and is scheduled to return November 9. Cloture on the motion to proceed failed 50–46 on July 14; a motion to reconsider remains pending. The bill is deferred to the lame-duck session
Where each chamber stands
H.R. 8800 (House, $1.15T): House passes H.R. 8800, 216–212, with a $1.15T topline Date: Jul 22, 2026.
S. 4784 (Senate, $1.14T): The Senate adjourned September 30, 2026, and is scheduled to return November 9. Cloture on the motion to proceed failed 50–46 on July 14; a motion to reconsider remains pending. The bill is deferred to the lame-duck session
